I am very confused about the scan strategy plots. What do the elevation angles refer to? Because e.g. 25° for me looks more like >45°.

The aspect-ratio of the plot is not 1. So on the x-axis the range is > 72km, whereas the y-axis range is only 10km. This leads to this somewhat irritating plot, on first sight. But it does not make much sense to use a aspect ratio of 1, you would not want to plot up into stratosphere or even mesosphere.
