Towerpy release

Hello everyone,

I want to introduce Towerpy.
Miguel A Rico-Ramirez and I have developed a Python package capable of reading, processing and displaying polarimetric weather radar data.

It is a collection of robust methodologies for radar data quality control and radar QPE already published in peer-reviewed papers, such as:
Clutter ID: Classification of Ground Clutter and Anomalous Propagation Using Dual-Polarization Weather Radar | IEEE Journals & Magazine | IEEE Xplore
Attenuation correction: Adaptive Attenuation Correction Techniques for C-Band Polarimetric Weather Radars | IEEE Journals & Magazine | IEEE Xplore
Melting level detection: AMT - Detection of the melting level with polarimetric weather radar
ZDR calibration: AMT - Calibration of radar differential reflectivity using quasi-vertical profiles
and more!

The latest stable version is available on PyPI, Conda and GitHub, so let us know when you break it.

Please give it a try. Any feedback is welcome and appreciated! We want to keep it up-to-date along with the other open-access packages, especially for achieving a standard weather radar data representation.
